What the Cyber Trust Mark Costs
Singapore's Cyber Security Agency (CSA) runs the Cyber Trust Mark certification for organisations with higher cybersecurity needs — those handling sensitive data, operating critical business processes, or supplying regulated sectors and government. There are five tiers.
| Tier | Estimated Cost (SGD, year 1) | Audience |
|---|---|---|
| Supporter | S$2,000 – S$8,000 | Micro-businesses, basic cyber hygiene |
| Practitioner | S$8,000 – S$25,000 | SMEs with limited digital business |
| Promoter | S$20,000 – S$60,000 | SMEs with growing digital business |
| Promoter+ | S$40,000 – S$120,000 | Mid-market, meaningful cyber risk |
| Advocate | S$80,000 – S$250,000+ | Large / regulated / sensitive data |
Pricing includes gap assessment, remediation, and the formal CSA-approved certification audit. For public-sector tenders and government contracts, Promoter or Advocate is often the required floor.
What the Mark Actually Covers
The Cyber Trust Mark is tier-based, meaning the controls expected scale with the tier. Below is a simplified view:
- Supporter: basic hygiene — patching, backup, awareness.
- Practitioner: adds asset inventory, access control, incident response plan.
- Promoter: adds vulnerability management, formal policies, management review.
- Promoter+: adds risk assessment, business continuity testing, third-party management.
- Advocate: approaches ISO 27001 territory — full ISMS-equivalent governance, continuous monitoring, mature incident response.
See the Cyber Trust Mark framework guide for the full control set and the official CSA Cyber Essentials vs Cyber Trust Mark comparison.
Budget Tier Recommendations
Supporter / Practitioner (under S$25K): CSA-approved assessor on a short engagement. Templates from CSA for policies, incident runbook, asset register. No automation platform needed.
Promoter / Promoter+ (S$20K–S$120K): Mid-tier Singapore audit firm. Compliance automation platform (Sprinto, Scrut, LowerPlane) to carry evidence collection. 2–3 month lift to get to certification-ready.
Advocate (S$80K+): Think of it as a lightweight ISO 27001 engagement. Many organisations already have ISO 27001 and use Advocate as the local-market signal.
Where to Cut Costs
- Right-size your tier. Don't buy Advocate when Promoter is sufficient. Tier upgrade is cheap later; downgrading is not.
- Build on ISO 27001. Advocate maps closely to ISO 27001; the incremental cost is small.
- Use CSA's free templates. They work; don't pay a consultant to re-draft them.
- Combine with PDPA refresh. The security hygiene for Promoter+ covers the technical pillar of PDPA.
Where Not to Cut Costs
- Incident response plan. Not a document, a tested capability. Rehearse it.
- Asset inventory. The audit will spot a thin register immediately.
- Vendor management (Promoter+ and up). Required and specifically scrutinised.
Timeline
- Supporter / Practitioner: 4–6 weeks end-to-end.
- Promoter: 2–3 months.
- Promoter+: 3–4 months.
- Advocate: 5–8 months, longer if ISO 27001 scope is being added simultaneously.
Cyber Trust Mark + Adjacent Compliance
- Cyber Essentials (CSA) — the lower-tier mark; often a stepping stone to Cyber Trust.
- ISO 27001 — natural upgrade from Advocate.
- Singapore PDPA — mandatory privacy; complements the Cyber Trust Mark.
- MAS TRM — if you're also MAS-regulated.
