What MAS TRM Costs
The MAS Technology Risk Management Guidelines (TRM) apply to all MAS-regulated financial institutions in Singapore — banks, insurers, capital markets services licensees, payment services licensees, and more. Costs scale with licence type, system complexity, and critical-system count.
| Approach | Estimated Cost (SGD) | Timeline |
|---|---|---|
| Payment licensee (small, few critical systems) | S$30,000 – S$80,000 | 4 – 8 months |
| CMSL / fintech, mid-complexity | S$80,000 – S$200,000 | 6 – 12 months |
| Full bank or large insurer | S$200,000 – S$800,000+ | 9 – 18 months |
Includes gap assessment, remediation, and the formal technology risk audit MAS expects.
What MAS TRM Actually Requires
The TRM guidelines are not optional for regulated entities. They cover:
- Technology risk governance — board and senior management oversight, with a documented technology risk management framework.
- IT infrastructure resilience — availability, capacity, and recovery for critical systems.
- Cybersecurity controls — the entire posture: access, patching, endpoint, network, cloud, mobile.
- Third-party technology risk — vendor management and material outsourcing.
- Incident reporting — MAS Notice on Technology Risk Management requires notification of critical IT incidents within 1 hour.
- System audit — periodic independent audit of IT and cyber controls, usually annual.
See the MAS TRM framework guide for the full requirement set.
Budget Tier Recommendations
Payment licensee / small fintech (S$30K–S$80K): Boutique Singapore audit firm, aligned ISO 27001 baseline for most controls, in-house technology risk officer. Expect the first audit to surface gaps that drive a 20–30% remediation uplift.
CMSL / mid-complexity (S$80K–S$200K): Mid-tier auditor with MAS-regulated experience. Dedicated TRM lead on your side. ISO 27001 certification helps — many TRM controls map 1:1.
Full bank / insurer (S$200K+): Big-four or specialist audit firm. Multiple audit cycles across different systems. Dedicated technology risk function, CRO-adjacent.
Where to Cut Costs
- Build on ISO 27001. 70%+ of TRM technical requirements overlap. If you have ISO 27001 certified, your TRM audit is dramatically cheaper.
- Prioritise critical systems first. TRM is risk-based. Spending uniformly across all systems is wasteful.
- Pick an auditor with MAS experience. They need less ramp-up. Avoid firms learning TRM on your dime.
- Multi-year audit retainer. CBs discount 15–25% for 3-year commitments.
Where Not to Cut Costs
- 1-hour incident reporting runbook. Non-negotiable. Build and rehearse.
- Senior ownership. MAS looks for named accountability. A document without an owner is a finding.
- Technology risk register. Must be maintained, not refreshed quarterly before the audit.
- BCP/DR testing. Rehearsals, not tabletop walkthroughs.
Timeline
- Months 1–2: Scope, gap assessment, remediation plan.
- Months 3–6: Close high and medium gaps. Document.
- Months 6–9: Internal audit. Address findings.
- Months 9–12: External audit. Report submitted. Ongoing monitoring begins.
MAS TRM + Adjacent Compliance
- ISO 27001 — the natural baseline for TRM.
- Singapore PDPA — mandatory privacy.
- Cyber Trust Mark — not required but a strong signal for government buyers.
- SOC 2 — only if you also sell to US buyers; not a MAS substitute.
